Provision of livestock health services is a state subject and a public function but marginalized and small fe/male farmers keeping goats and poultry do not have access to quality livestock health products and services either from public or from private sector. They are also not aware of their entitlements and there is a need for them to be organized to get their voice heard in the policy-making processes.
